Recently Vutha has written an article about result of survey among local NGOs about using of legitimate software. Licensed software is not affordable in Cambodia. If we enforce the IP law, it’s clear that in Cambodia no one will be able to afford that software.

People turn to Open Source, but there are problem in open source in the interoperation capability of those software with the licensed, if we use Linux, some file that written in Linux application may not be able to use with windows based application… Since Microsoft is a dominant operating system, we cannot afford to give up windows.

As a corporation, Microsoft and other software giant also has responsibility to the world population, especially in developing countries. If the software owner decide to enforce it IP, it is clear that People of the poor countries lose their opportunity to learn, to integrate with the world, and the next generation will still be poor.

I am not suggesting that it is right to use pirated software. But government of the poor countries and the software giant should meet and discuss this problem. Whether or not to introduce soft wares those are limited to sell in a country with a special price. Is there a mechanism to enforce IP property; is there a way to limit the cheap version of software from flowing out of the countries? If they can work this out I am sure it is a win-win situation, because the people of the poor countries can enjoy legally affordable product, and software producers can capture the market share once lost by pirated copy.
