This morning I receive a message on my mobile says:
We together respect traffic law, we protect our lives, and promote national prestige. Message from General Commissariat of National Police
SMS is an effective way to mobilize people. There are occasions that SMS is banned in Cambodia. During the election day SMS were banned because it is possible for opportunist to use SMS to mobilize people to create social unrest.
But I doubt that this is not effective in solving traffic problem in Cambodia. Message must be in English, only small percentage people speak English in Cambodia. One more reason, is the breaking the rule now embodied in our DNA, I don’t think this simple SMS work. It is nice to try any way, let’s us see how it work?

Yes, I got this message a few days ago from Mobitel companies. i am not sure whether it is initiative from National Police or not. One thing is that it is the way for companies to make money from their users when they forwarded it to other people.
